PROBLEM TO BE SOLVED: To provide a material of a normal temperature-drying type solvent-based soft feeling coating capable of obtaining a soft touch feeling even by a normal coating method or film thickness, and a coating and coated film by using such the material. SOLUTION: This material for the normal temperature-drying type solvent-basis soft feeling coating is provided by comprising a lipophilic polyrotaxane having a ring molecule, a straight chain molecule and blocking groups, wherein, the straight chain molecule and ring molecule have hydrophobicity. The inclusion amount of the ring molecule is 0.06-0.61. The molecular weight of the straight chain molecule is 1,000-100,000. The normal temperature-drying type solvent-based soft feeling coating is obtained by using the material for the normal temperature-drying type solvent-based undercoating. The solvent-based soft feeling coated film is obtained by solidifying the normal temperature-drying type solvent-based undercoating.
