<P>PROBLEM TO BE SOLVED: To provide a compact actuator which turns a movable plate around X-axis and Y-axis with smaller consumption of electric power, and also to provide an optical scanner and an image forming apparatus. Ž<P>SOLUTION: The actuator comprises: an oscillation system forming substrate (2) on which an oscillation structure body which supports a movable plate turnably around first and second axes is formed; a magnetic body (61) which is provided on the oscillation structure body so that two magnetic poles may be disposed interposing the movable plate and the line connecting the two magnetic poles may be tilted with respect to the first and the second axes, respectively; sealing members (10, 11) which form a closed space operably enclosing the movable plate, the oscillation structure body and the magnetic body and keep the closed space in an atmosphere having a pressure equal to or lower than the atmospheric pressure; and a driving coil (62) which is provided at a position opposing to the magnetic body on the outer side face of the sealing members.
