PROBLEM TO BE SOLVED: To solve the problem that encoding information is to be compressed and a whole code amount is to be reduced in an image encoding system for using motion compensation prediction.SOLUTION: A prediction motion vector candidate generation section 121 predicts a motion vector from one of motion vectors of encoded adjacent blocks which are spatially or temporally adjacent to a block of an encoding object, and generates candidates of a plurality of prediction motion vectors. A prediction motion vector redundant candidate deletion section 123 deletes candidates of the prediction motion vectors having identity among the prediction motion vectors predicted from the encoded adjacent blocks which are spatially adjacent from a prediction motion vector candidate list by leaving at least one candidate. A prediction motion vector selection section 126 selects the prediction motion vector from the candidates of the plurality of prediction motion vectors. A first encoding bit string generation section 109 encodes information which shows the selected prediction motion vector. |
