PROBLEM TO BE SOLVED: To provide an information processing apparatus, a program and an information processing system, for preventing an application from illegally accessing a security chip without changing the specifications of an application manager.

SOLUTION: The information processing apparatus includes: a receiving part for receiving an access request to an IC chip from an application having access authority information for accessing the IC chip; an acquisition part for acquiring authentication information for authenticating the application from an external server based on the access authority information included in the access request received by the receiving part; an authentication part for authenticating the application based on the authentication information acquired by the acquisition part; and a control part for controlling the access to the IC chip by the application based on an authentication result of the authentication part.
