An electrically conducting structure is arranged over a section of a dielectric waveguide (WL) through which high frequency electromagnetic wave propagates. The distance of electrically conducting structure to waveguide is alterable, by vertical movement to the facing waveguide area based on electrical control signal, so as to influence the propagation speed of wave. An Independent claim is also included for antenna.
