PROBLEM TO BE SOLVED: To provide a surface type optical element capable of preventing the decline of an yield and reliability even when an underfill resin is provided, and an optical module. SOLUTION: A semiconductor substrate 2 is provided with a semiconductor laminate 1 including an active layer 7, and by partitioning its prescribed range by an insulating layer 3, a light emitting part 11 is formed. A p electrode 12 and an n electrode 13 are provided through the insulating layer 4 on the light emitting surface of the light emitting part 11, and belt-like blocking layers 15A and 15B having the characteristics of wettability worse than that of the insulating layer 4 or the like exposed around the light emitting part 11 are provided between the electrodes 12 and 13 and the light emitting part 11. The blocking layers 15A and 15B block the intrusion to the light emitting surface of the underfill resin executed when mounting the surface light emitting element 10 on a sub mount or the like.
