Provided is a cell management device provided with an SOC estimation unit, a storage unit, and a lithium deposition determination unit. The lithium deposition determination unit: compares the differential coefficient of the cell voltage with respect to the SOC estimated by the SOC estimation unit, and the differential coefficient of the cell voltage with respect to a reference SOC read out from the storage unit; and determines that lithium deposition in a lithium ion secondary cell has occurred when a difference between the two differential coefficients is recognized.
