PROBLEM TO BE SOLVED: To form a group of failure history information to be a calculation unit of priority of each facility where maintenance inspection is performed so that the priority can be highly accurate.SOLUTION: A facility inspection order setting device includes: a group model creation section 111 that classifies failure history information in accordance with each of a plurality of classification conditions to create a candidate of a group model; a group model determination section 112 that evaluates each of the candidates of the group models on the basis of a predetermined evaluation index to determine the group model optimum for calculation of priority; a failure probability calculation section 113 that classifies the failure history information on the basis of characteristic information specified to the classification condition where the optimum group model has been formed to form a failure group, and calculates a failure probability for each failure group; and a priority calculation section 12 that calculates priority for a facility where a sign has occurred on the basis of the failure probability.SELECTED DRAWING: Figure 1
