PROBLEM TO BE SOLVED: To suppress performance deterioration of the data center of a switching destination.SOLUTION: A reception part 131 receives information on a load from each of a plurality of data centers 11 arranged at a plurality of positions. A calculation part 132 calculates the prediction values of loads applied to the data centers on the basis of the information on the load received by the reception part 131. An extraction part 133 extracts the data center of a switching destination on the basis of the prediction values of the loads calculated by the calculation part 132, and time zones of the positions at which the data centers are arranged.SELECTED DRAWING: Figure 2
