PROBLEM TO BE SOLVED: To provide an aluminum electrolytic capacitor as low impedance characteristic and appropriate shelf characteristic, an aluminum electrolyte solution to be used therefor, and to provide its manufacturing method. SOLUTION: This aluminum electrolytic capacitor contains a combined material, where a water-soluble complex made of diethylene triamine penta-acetic acid and aluminum is combined with phosphate ions, together with an electrolyte solution using a solvent formed with water as the main component. Therefore, it has a low impedance characteristic, and since it can keep appropriate amount of phosphate ions in the electrolyte solution over a long time, so that the deterioration of an electrode foil after it has been left standing can be suppressed and the shelf characteristic of the aluminum electrolytic capacitor be improved. Furthermore, the initial electrostatic capacity can be made large.
