PROBLEM TO BE SOLVED: To provide a bicycle-parking rack provided with anti-theft and an unapproved bicycle-parking prevention lock for a bicycle. SOLUTION: A slide arm 13 sliding in a direction perpendicular to a rear wheel 6a, for example, between a vehicle placement base rail 3a and a wheel guide frame 7a is provided and the bicycle 2a is fastened onto the bicycle-parking rack 1 by clamping the rear wheel 6a between the vehicle placement base rail 3a and the slide arm 13 by slide of the slide arm 13. A locking mechanism 12 capable of fixing the slide of the slide arm 13 by locking is provided. A dial lock 21 is locked in the state that the rear wheel 6a of the bicycle 2a is cooperated onto the bicycle parking rack 1 and the bicycle 2a on the vehicle placement base rail 3a is fixed to the bicycle parking rack 1.
