<P>PROBLEM TO BE SOLVED: To communicate channel state information (CQI information) without deteriorating reception quality. <P>SOLUTION: A user device estimates a channel state, encodes the channel state information indicating the estimated channel state, and transmits the channel state information over a plurality of transmission time intervals. A base station device receives the channel state information over the plurality of transmission time intervals, decodes the channel state information, and assigns resources based on the channel state information.
