A base station according to one embodiment of the present invention is provided with a reception unit for receiving a PUSCH and SRS in an unlicensed band from a user terminal, and a control unit for assigning a frequency resource for the PUSCH to the user terminal. The SRS is transmitted within the same frequency band as the PUSCH in concert with the transmission of the PUSCH. The frequency resource for the PUSCH assigned to the user terminal is converted by the control unit at each SRS transmission opportunity.
