PROBLEM TO BE SOLVED: To realize high penetrability only to hydrogen, sufficient strength even in a hydrogen atmosphere and structural stability and substantially unnecessitate the use of noble metals such as Pd by composing the film of an amorphous HfNi alloy. SOLUTION: Prescribed amounts of Hf and Ni are subjected to arc melting in an Ar atmosphere to produce an alloy, which is pulverized to about several mm, is charged to a quartz nozzle and is melted in an Ar atmosphere by high- frequency induction heating. Then, this alloy is jetted to the periphery of a rotating copper roll and is rapidly cooled to produce ribbony amorphous Hf36Ni64. This ribbony one is exposed to gaseous pure hydrogen or a gaseous mixture of Ar-hydrogen. This activating treatment is executed for about 1 hr in the gaseous mixture of Ar-26% hydrogen, by which the hydrogen penetrating rate increases, e.g. from 0.02×10-3 mol/m2.sec to 0.08×10-3 mol/m2.sec. Furthermore, in the case activating treatment is executed for one hr by using pure hydrogen as well, the hydrogen penetrating rate is improved to 0.22×10-3 mol/m2.sec.
