An electrolysis electrode and an electrolysis unit are provided to maintain a suitable zero gap between an electrode, a caution exchange film, and an electrode and move a caution exchange film into protons so that effective generation of ozone is enabled. An electrolysis electrode(21) includes gas(22) and a surface layer(25) provided on a surface of the gas. The surface layer is an amorphous insulating substance. The insulating substance is single metal oxide or complex metal oxide. The insulating substance is tantalum oxide or tungsten oxide. The insulating substance is aluminum oxide. The surface layer has a thickness in the range of 20 nm and 2000 nm. The gas has an intermediate layer(24) that is an anti-oxidization material. The electrolysis electrode includes an anode and a cathode. The anode has permeability. The cathode is provided at both sides of a cation exchange film.
