PROBLEM TO BE SOLVED: To provide a planar heating element with high heat-insulating effect, and excellent flexibility, breathability, lightweight properties, and everyday life durability, as well as a garment utilizing the same. SOLUTION: The planar heating element 1 is constituted of a rectangular sheet heat generating part 10, and electrode parts 11R, 11L arranged at its either end. The heat generating part 10 uses metal-clad thread 2 as weft and insulated thread 3 as warp, which are structured as plane-woven knitted fabric. The metal-clad thread 2 is of a structure coating a metal-coated layer 210 on a modified cross-section core thread 2x. The modified cross-section core thread 2x is formed so as to have two C-type pattern parts 201, 202 arranged in superposition. With this, by having two pairs of protrusions 201a, 201b (202a, 202b) extended from an arc-shaped side face with a hollow main body part 212 as a center, and having them continuously formed along a length direction of the modified cross-section core thread 2x, strip-shaped slits 221, 222 are arranged.
