PROBLEM TO BE SOLVED: To provide a data recording device using a randomly accessible recording medium or the like, which enables an information recording area to be flexibly changed, the information recording area to be secured in a recording medium, with respect to change in related information regarding the amount of main information. SOLUTION: The device receives program information where a transmission information amount is not yet established and related information regarding the planned amount of main information and records them in a recording medium, wherein even when the related information is changed before or after a recording start of information in the recording medium, an area allocated before the recording start is changed according to the changed related information.
