PROBLEM TO BE SOLVED: To provide a centrifugal governor capable of clearing a smoke control value in operating an engine in a low speed load rotation zone or in restarting the engine after the warming-up operation. SOLUTION: A fuel metering tool 5 is elastically pressed to a starting increasing position ST by the tensile force of a start spring 2 in the starting operation, and the fuel metering tool 5 is constituted so as to meter in a torque-up zone by a torque-up device 3. A low speed fuel limit means mounted oppositely to a first lever 1a comprises a movable lever limit pin 13 and a pin driving means 20 for projecting the lever limit pin 13 in the low speed load rotation zone of the engine, and the lever limit pin 13 is projected in the low speed load rotation zone of the engine for controlling the oscillation of the first lever 1a to the fuel increasing side R by the torque-up device 3, close to the total load corresponding position 4/4.
