PROBLEM TO BE SOLVED: To improve cleaning performance of a cleaning material compared with a case where a spiral angle of the cleaning material is the same as a spiral angle of irregularities on a surface layer of a cleaning target body.SOLUTION: A charging device comprises: a rotating cleaning target body; a shank that is arranged along a direction of a rotation axis of the cleaning target body; a cleaning material that is arranged on an outer peripheral surface of the shank spirally from one end to the other end in the axial direction of the shank and is in contact with an outer peripheral surface of the cleaning target body; and a surface layer that is formed on the outer peripheral surface of the cleaning target body from one end to the other end in the direction of the rotation axis, includes irregularities arranged spirally and having a spiral angle different from the spiral angle of the cleaning material, and is in contact with the cleaning material.SELECTED DRAWING: Figure 2
