PROBLEM TO BE SOLVED: To optimize arrangement of applications and setting of hardware when arranging a plurality of applications to a plurality of control devices. SOLUTION: Combinations of the arrangement of the applications to the hardware are calculated, ranking is performed from processing capability of the hardware itself or external equipment connected with the hardware about the respective combinations, and the optimum arrangement of the applications is performed.
