PROBLEM TO BE SOLVED: To provide a soil reinforcing complex method which is optimum for a support force of the filled ground and for a liquefaction measure, and can reduce the amount of preloading (filling), to thereby contribute to resource saving. SOLUTION: There is provided a soil reinforcing complex method which comprises a sand pile preparing step of preparing a number of sand piles in the filled ground to stabilize the ground, an unsaturated ground forming step of digging a pumping well in the ground 2 filled with the sand piles, and lifting underground water, to thereby obtain an unsaturated state of the ground 2, and a ground compacting step of further compacting the unsaturated ground 2 by using impact or vibrations such as in a dynamic consolidation method or a vibrating compacting method, to thereby obtain the ground in high density. According to the method, these steps are carried out in this order.
