<P>PROBLEM TO BE SOLVED: To provide an optical device capable of effectively enlarging an light emitting angle of a light beam, and a light-emitting device having the optical device. <P>SOLUTION: The optical device includes a light guide pillar 12, and an extending section 14, and becomes an illumination light source by being combined with an LED. The light guide pillar 12 has a top face 120, and a bottom face 122 with a recessed groove 124. The extending section 14 extends from a peripheral edge of the top face 120 to the outside, and has a light emitting surface 140 at its end.
