<P>PROBLEM TO BE SOLVED: To provide a design evaluation method for considering a thermal demand and a power demand, creating a plurality of power supply arrangement plans, extracting a plurality of the power supply arrangement plans established as a power system, finding a power system constitution idea and a power quality countermeasure, and specifying, comparing and evaluating an evaluated result of an environment and the economic efficiency. <P>SOLUTION: In the design evaluation method of the small power system, a plurality of the power supply arrangement plans are created, consider a balance of supply and demand for the thermal demand and the power demand within a small scale power system, evaluate an establishment of the power system, and meet establish conditions. The power quality countermeasure is implemented so as to maintain the power quality of the small power system against fluctuations in a load and an output from the power supply within a predetermined range. An environmental evaluation due to the quantity of an emission of a greenhouse gas and an economic evaluation due to an internal rate of return are quantitatively specified in a plurality of the power system constitution ideas obtained by applying the power quality countermeasure to the power supply arrangement plans. The evaluated results from the environmental evaluation and the economic evaluation are compared and evaluated.
