PROBLEM TO BE SOLVED: To provide a modulator with an electrooptical lithium niobate substrate which has substantially low loss and improves a voltage drop. SOLUTION: This substrate has first, second, and third ridges extending along its surface. First and second waveguides extend along the first and the second ridges. An RF electrode extends on the 1st waveguide and a second electrode with a slot including a first section extends on the 2nd waveguide. A second section of the electrode with the slot extends adjacently in parallel to a first section of the third ridge.
