PROBLEM TO BE SOLVED: To provide a technology which enables a type of a rolling stock to be determined under various environments.SOLUTION: A large variable temperature part temperature value and a small variable temperature part temperature value are acquired from a part under a floor of a rolling stock. The large variable temperature part temperature value is a temperature value of a large variable temperature part. The large variable temperature part is a part where a temperature change is relatively large out of the variable temperature part where temperature changes during the operation of the rolling stock. The small variable temperature part temperature value is a temperature value of a small variable temperature part. The small variable temperature part is a part where a temperature change is relatively small out of the variable temperature part. A feature amount indicating a feature of the large variable temperature part temperature value is calculated on the basis of the large variable temperature part temperature value. A criterion which is a reference for determining the type of the rolling stock is calculated on the basis of the small variable temperature part temperature value. When the feature amount satisfies the criterion by the comparison of the feature amount with the criterion, a large variable temperature part position is specified on the basis of timing when the large variable temperature part temperature value is acquired, so that the type of the rolling stock is determined in accordance with the specified large variable temperature part position.
