<P>PROBLEM TO BE SOLVED: To provide a reformer for a fuel cell which controls an excessive temperature rising in a shift part and also preheats an oxygen containing gas to be supplied to a CO oxidation part. <P>SOLUTION: The reformer 1 has a reforming part 2 for producing a reformed gas from a raw fuel, the shift part 60 which reduces, by a shift reaction, a harmful gas contained in the reformed gas produced in the reforming part 2, the CO oxidation part 53 which is arranged downstream the shift part 60 and reduces the harmful gas contained in the reformed gas produced in the reforming part 2, and a cooling part 80 which is arranged adjacent to the shift part 60 and has a cooling passage 81 to which the oxygen containing gas before being supplied to the CO oxidation part 53, is supplied.
