PROBLEM TO BE SOLVED: To obtain a thermosetting polyurethane elastomer that does not yellow, achieves a low hardness and non-bleeding property without using a plasticizer, has a slight tackiness and a slight change of hardness with temperature. SOLUTION: The non-yellowing low-hardness polyurethane elastomer forming composition does not contain a plasticizer and comprises (A) an isocyanate group terminal prepolymer obtained through a process for reacting a hexamethylene diisocyanate with a side-chain alkyl group-containing glycol having a molecular weight of≤500 and (B) a polyester polyol obtained from trimethylolpropane, 3-methyl-1,5-pentanediol and adipic acid and has an average functional group number of 2.5-3.5 and a number-average molecular weight of 800-5,000.
