<p>PROBLEM TO BE SOLVED: To prevent accumulation of errors and to improve picture quality by recording the predicted picture of a present frame obtained by movement compensation, information on a difference with the input picture of the present frame, information on a motion vector obtained by movement compensation and information for identifying whether movement compensation is by plus rounding or minus rounding in frame information. SOLUTION: A movement estimation unit 1601 estimates a movement between an input picture 101 and the decoded picture 112 of a previous frame. Thus, movement information 120 is outputted. Movement information 120 is used in synthesizing predicted pictures in a predicted picture synthesizer 1603. A rounding method deciding unit 1602 judges whether a rounding method used in a frame where encoding is executed at present is set to be plus rounding or minus rounding. Information 1604 on the decided rounding method is inputted to the predicted picture synthesizer 1603, which synthesizes and outputs the predicted picture 117 by the designated method.</p> |
