A pavement material of a water permeable finishing layer and a pavement method of a finishing layer using native stone and artificial stone are provided to improve in appearance by making natural colors of native rock and artificial stone exposed as they are, and to prevent environmental contamination by excluding the use of a pigment and a coating agent additionally and using an environment-friendly binder. A pavement material of a water permeable finishing layer is formed by mixing 5~20 weight percent binder to 100 weight percent aggregate, wherein the binder is formed by mixing 2~7 weight percent coupling agent to 100 weight percent water-soluble epoxy binder, the aggregate is formed by crushing waste natural stone and artificial stone and sorting out in the particle size of 2~10mm, the natural stone is composed of one or more than two kinds selected among precious stones, red stone, and magnet and silica, the artificial stone is composed of one or more than two kinds selected among granite, marble, Pochon granite and boulder stone, and the aggregate is formed by mixing crushed stone and rolling stone in a ratio of 2 to 3~8. |
