PROBLEM TO BE SOLVED: To provide a protective-agent applying device capable of preventing an abnormal image, to provide a process cartridge equipped with the protective-agent applying device, and to provide an image forming apparatus. SOLUTION: The protective-agent applying device 2 is configured to apply the protective agent 21 comprising as its main component paraffin to a photoreceptor drum 1. The surface of the photoreceptor drum 1 with the protective agent applied is exposed with saturated vapor of ruthenium tetraoxide solution, thereafter, the surface of the photoreceptor drum 1 is irradiated with an electron ray having an acceleration voltage of 0.3 to 1 kV so as to obtain a reflected electron image or a secondary electronic image, then, the reflected electron image or the secondary electron image is converted to a binary image comprising a black part and a white part, and the lubricant applying condition is set so that the covering ratio of the protective agent may become equal to or more than a prescribed value in the case of measuring the covering ratio of the protective agent on surface of the photoreceptor drum 1 by introducing a protective agent covering ratio measuring method to calculate the area ratio of the black part to the whole binary image area as the covering ratio of the protective agent on the surface of the photoreceptor drum 1.
