PROBLEM TO BE SOLVED: To cushion a collision between a vane and a protrusive part through a simple formation without causing an increase in a manufacturing cost. SOLUTION: A communication between a lag angle chamber 30a and the second fluid passage 28a or that between a spark advance chamber 31 and a first fluid passage is shutted off at the time of a fixed relative phase earlier as much as a fixed angle than a relative phase between a rotation member (an inner rotor 17) and a rotation transmitting member when a vane 18 abuts on the lag angle chamber side end 19d or the spark advance chamber side end of the protrusive part 19A of the rotation transmitting member (an outer rotor 19).
