PROBLEM TO BE SOLVED: To achieve a developing device or the like that is suitably used for scraping off the toner. SOLUTION: This developing device includes a toner carrier having a plurality of projecting parts, regularly disposed on the surface and carrying toner to develop a latent image supported on an image support by toner; and a scraping member, which comes into contact with the surface of the toner carrier by a surface layer part formed of porous foam material, to thereby scrape the toner off the toner carrier, after the latent image is developed, wherein the maximum value of the distance between the adjacent projecting parts among the plurality of projecting parts is larger than the average distance between the openings of the pores of the surface layer part.
