By using a medium server (100) and a network control device (200), when a plurality of medium data are distributed by broadcast or multi-cast to a medium reception terminal device (400) having a different transmission rate, the medium data and the program control information are correlated with a distribution priority in such a manner that the distribution priority added to the program control information is identical to or lower than the distribution priority of all the medium data contained in the program. Thus, only the medium data and the program which can be transmitted according to the transmission priority are selectively distributed and only the program control information associated with the program containing the medium data which can be received by the medium reception terminal device (400) is selectively received. Thus, it is possible to distribute medium data which can be received according to the transmission environment of the medium reception device and prevent selection of an invalid program by the medium reception device.
