PROBLEM TO BE SOLVED: To provide a cyclic phosphinate compound that can effectively enhance the flame retardancy of an article fabricated from a resin without sacrificing the mechanical property of the article and with hardly deteriorating the high temperature reliability and dielectric characteristics of the article. SOLUTION: The cyclic phosphinate compound comprising a cyanato group is represented by the formula shown in the drawing. The method for preparing the cyclic phosphinate compound comprising a cyanato group comprises a step of causing a cyclic phosphinate compound and a cyanogen halide to react with each other.
