PROBLEM TO BE SOLVED: To achieve configurations for executing highly precise user identification processing by information analysis based on uncertain and asynchronous input information.

SOLUTION: An observation value including user identification data is input based on an image or voice information acquired by a camera or a microphone, and target data in which a plurality of user accuracy is set are updated so that a user can be identified. The Joint Probability of candidate data in which each target and each user are associated is updated based on user identification information included in the observation value, and the user accuracy associated with the target is calculated by applying the updated Joint Probability value. Thus, highly precise user identification processing excluding such erroneous estimation that different targets are the same user is achieved.
