A pointer (24) with a bore (26) and a tool seat (41) is integrally formed to an eccentric cam (4) and radiated from the peripheral surface (31) of an idler (2). The cam is fitted into the idler via fitting space (33). The bore is aligned to a recess (27) on a baseplate (7) to allow insertion of a locking pin (28). The pointer forms part of a stopping and fixing device (25).
