The device comprises a base (10) made of a material non conductive regarding magnetic forces and two top elements (20) of a conductive material. Two lateral positioned holding bars (30A) are polarized in different ways and accommodate a cylindrical magnetic element assembled of two differently polarized halves between their concave inner surfaces. The magnetic element can be rotated with control elements (62A, 63A) protruding from the outer surfaces (52, 53) of the device into a conducting or a non-conducting position as required.
