PROBLEM TO BE SOLVED: To provide a heater capable of generating heat in a state having a shape-retaining performance and earthquake-proof strength which a heating element consisting of only carbon fiber cannot provide, while utilizing an excellent characteristics of the carbon fiber itself, since the heating element is constituted by combining a carbon fiber heating element and a heating element having a shape-retaining function. SOLUTION: The heating element 12 contained in the glass tube 13 is constituted of a carbon fiber heating element 17 of a long shape with flexibility and a restricting body 18 of a long shape which restricts deformation of the carbon fiber heating element 17 in the glass tube 13, and the restricting body 18 is formed of a shape-retaining material capable of retaining the shape as contained in the glass tube 13. The heater 11 is equipped with a support part 16 which fixes and supports the both ends in axial direction of the restricting body 18 at the both end sides in axial direction of the glass tube 13, so that the heating element 12 may be arranged in axial direction of the glass tube 13.
