Provided are an insulator and a method for manufacturing the insulator capable of being flexibly applied in various fields in which insulation is required. The insulator (150) includes: a first sheet (16) having a thermal reflection film on at least one surface; a second sheet (17) having multiple dome-shaped concave parts; and multiple closed spaces (217) formed by the dome-shaped concave parts (117) between the seconds sheet and the surface on which the thermal reflection film (20) of the first sheet is formed.
