PROBLEM TO BE SOLVED: To provide a heat-insulating coating liquid which can be prepared by a simple work and has excellent performance, a heat-insulating material coated therewith, and a composition for producing the heat-insulating coating liquid.SOLUTION: The heat-insulating coating liquid contains 100 pts.mass of water, 10-20 pts.mass of an inorganic binder, 0.2-2 pts.mass of a swelling clay mineral, and 10-200 pts.mass of a radiation scattering material. The radiation scattering material is one or more kinds selected from the group consisting of: ceramic fibers which are composed of fibrous particles containing AlOand having a diameter of 2 μm or less and in which secondary particles formed by aggregation of the fibrous particles have a median diameter of 40 μm or less; a silicon carbide powder having a median diameter of 40 μm or less; a silicon nitride powder having a median diameter of 40 μm or less; a boron nitride powder having a median diameter of 40 μm or less; and an alumina powder having a median diameter of 40 μm or less.SELECTED DRAWING: None
