Provided is a control device, for controlling communications between a terminal and a base station, that: with regards to communication, manages first information which indicates a portion of numbers corresponding to a packet order and which is held by the terminal and the base station, and second information which indicates another portion of the numbers corresponding to the packet order and which is sent from the terminal to the base station; determines whether the first information matches between the base station and the terminal; and in a case where it is determined that the first information does not match between the base station and the terminal, controls the terminal so as to send a signal for executing reconnection processing in order to reset the packet number. |
