PROBLEM TO BE SOLVED: To transmit data to mobile communication terminals through several kinds of communication networks while handling handover of the mobile communication terminals. SOLUTION: A communication control device 10 controlling data communication to a portable telephone 50 connectable with several kinds of communication networks is provided with: a detection part 12 which detects a connection status of the portable telephone 50 in mobile communication networks, an allocation part 13 which allocates data addressed to the portable telephone 50 to the mobile communication networks connected with the portable telephone 50 on the basis of the amount of data addressed to the portable telephone 50 and the detected connection status, a transmission part 15 which transmits the data allocated to the mobile communication networks respectively to the mobile communication networks and a handover processing part 14 which performs handover among the several kinds of mobile communication networks on the basis of the detected communication status.
