PROBLEM TO BE SOLVED: To provide a game information distributing apparatus or the like allowing a player to perform a multi-player game reflecting the preference of the player on the action of characters related to other players.

SOLUTION: The game information distributing apparatus 100 includes: a distribution side communication part 110 for communicating with a terminal device; a distribution side storage part 130 for storing favorability rating data 132 indicating favorability ratings for other characters in the character of each player; an updating part 126 for updating the favorability rating data 132 according to the action of the respective characters; a determination part 122 for determining whether or not the communication condition wherein the plurality of characters are related is attained; and a game information generation part 124 for generating game information for making an action character which is the character of the player of the transmission origin of action information act according to the favorability rating to an object character on the basis of the action information and the favorability rating data 132 when the communication condition is attained.
