PROBLEM TO BE SOLVED: To provide a method for manufacturing a roughened rolled copper sheet, by which an inexpensive roughened rolled copper sheet having adhesiveness with a resin similar to that of a conventional roughened electrolytic copper foil can be manufactured by only pulse electrolysis without combining cathode electrolysis (copper plating) using direct current and pulse electrolysis as in a conventional method. SOLUTION: The method for manufacturing the roughened rolled copper sheet includes a process for subjecting a rolled copper sheet to pulse electrolysis using asymmetric positive/negative pulses in an electrolyte solution containing a brightener and is characterized in that the current density Ia of the positive pulse and the current density Ic of the negative pulse satisfy formula (1):¾Ia¾>¾Ic¾, the energizing time Ta of the positive pulse and the energizing time Tc of the negative pulse satisfy formula (2): Ta<Tc, and the integrated current value Qa per unit area of the positive pulse and the integrated current value Qc per unit area of the negative pulse satisfy formula (3): 1<¾Qc/Qa¾≤4, wherein ¾¾ in the formulae (1), (3) represents an absolute value.
