A mobile device (104) communicates wirelessly with a smart card reader (102) to obtain identification of a person (100, 110, 120, 130) whose smart card (106, 116, 126, 136) is coupled to the smart card reader (102). The mobile device (104) transmits the identification to a server (142) via a network. The mobile device (104) also transmits information about its location to the server (142). The server (142) determines the identity and location of the person (100, 110, 120, 130) that is using the mobile device (104).
