PROBLEM TO BE SOLVED: To provide a communication system for selecting an optimum terminal based on states of a plurality of terminals. SOLUTION: The system and an apparatus are provided for automatically selecting the optimum terminal by managing a user state and a plurality of terminal states on a presence server and using both the states. A priority degree corresponding to the terminal states is set so as to select the terminal with the highest priority degree among the plurality of terminals. In accordance with the selection, the definitive optimum terminal is selected in consideration of a priority order which is set in response to the user state.
