PROBLEM TO BE SOLVED: To provide a method and a device each capable of treating rice hulls in a short time and easily, and also capable of treating a garbage using rice hulls. SOLUTION: The method and the device comprise making a ferment solution by aerating human waste, that has been aerated up to a discharge level, in an aerating tank 10 for further about one week, pouring this ferment solution, a rice bran and a yeast fungus into a rice hull treating vessel 13 having a semicylindrical shape, transferring the treated matter of the rice hulls towards the right and the left sides within a casing body by an agitating and mixing means 16, elevating the treated matter of the rice hulls from the bottom to the top by vertical conveying means 19, 20 that are obliquely arranged along the right and the left end plates of the casing body, returning the treated matter of the rice hulls into the casing body or withdrawing them outside it by horizontal conveying means 21, 22, and erasing a garbage by mixing and agitating the garbage with the treated matter of the rice hulls in the means 21, 22.
