PROBLEM TO BE SOLVED: To improve the using handiness, and improve the appearance as well by attaching base body for an installation base such as a wall surface, pivotally supporting the base end of a handrail body in a manner to be vertically rotatable, and holding the horizontal rotating posture of the handrail body by a stopper which can be released by an opertion part, and an upward rotating operation of the handrail body is restricted. SOLUTION: For an attaching base body 2, a pair of vertical wing pieces 6 are projected forward from both right and left ends of a fixing piece 2a which is fixed to an installation base part 1. Also, a handrail body 3 is formed of a hollow handrail rod 9 which is bent into a U-shape, and a bracket 13 which is fixed to the rear end, and the bracket 13 is pivotally supported in a manner to be vertically rotatable by a shaft bar which is bridged between the vertical wing pieces 6. In addition, in the bracket 13, a stopper 5 which advances/retracts to/from the vertical wing pieces 6 is fitted, and in the handrail body 3, a stopper operating means 15 which advance/ retract-operates the stopper 5 to/from the bracket 13 is arranged. Then, the handrail body 3 is erected/laid to the installation base part 1 by releasing the stopper 5 by operating the wire 15b of a stopper operating means 15 by an operation part 4.
