PROBLEM TO BE SOLVED: To obtain an external agent having excellent using feeling with excellent compatibility with the skin or hair without tackiness, excellent skin chapping improving and preventing effects, and emulsion stability by including a vitamin A derivative and a copolymer obtained by polymerizing a specific monomer composition as an emulsifier. SOLUTION: This external agent contains (A) a vitamin A derivative (e.g. vitamin A palmitate), (B) a copolymer obtained by polymerizing monomer compositions comprising (i) 15.0-90.0 wt.% of an amine-containing (meth)acrylic monomer of formula I (R1 is H or the like; R2 and R3 are each H, methyl or the like), (ii) 10.0-80.0 wt.% of a vinyl monomer of formula II [R4 is formula III (p) is 3 or 4} or the like], (iii) 1.0-60.0 wt.% of a (meth)acryloyl group- containing monomer of formula IV (R5 is an 8-17C alkylene or the like; R6 is H or methyl) and (iv) 0.1-25.0 wt.% of a crosslinkable vinyl monomer.
