PROBLEM TO BE SOLVED: To provide a system for, when defining a characteristic information code provided with an image area in a code area as the target of use, surely and easily confirming whether or not the information code to be used is registered and improved in reliability.SOLUTION: A system 1 in which an information code 100 provided with an image area is defined as the target of management includes: a personal information acquisition part for acquiring the personal information of a subject or an object as information to be recorded in a data recording area or information associated with the information to be recorded in the data recording area; a unique image acquisition part for acquiring the unique image of the subject or the object or a unique image specifying the subject or the object as information to be expressed in the image area; and a registration part for registering the personal information acquired by the personal information acquisition part and the unique information acquired by the unique image acquisition part in association.
